I stayed in the Basin last October.  I did a couple circles before choosing a site.  I parked and took my time unloading a few things, set up my tent and chair.  Moved my cooler to the backseat of my truck now that I had room there, which is where I kept it the entire trip.  I met the host as he walked by.  We chatted and I told him my intended length of stay.  Then, not the minute I arrived but within an hour or so I walked on over to the board and paid for 2 nights only, just in case I decided I didn't like that site and wanted to move. The next day, having decided my site was good, I paid for the rest of my stay.

The flush toilets were just a little walk away.

I am not trying to be a downer here but I think you need a "Plan B"  in case there are no sites available in the Basin when you arrive.  Labor Day Weekend is busy and maybe everything will be full.

Personally I would not tent-camp anywhere but the basin in September, it's just too dang hot for me.
I would take a list of places to rent outside the Park with me, and call them if you need to find a place.  You will have cell signal at the bottom of green gulch near the junction with the other park road.  Google places to stay in Study Butte and Terlingua, write down their phone numbers and call them if you need reservations.   You might need to have 3-5 different options available because things may be full already.   TWWG
