Downed server info

Today we had an all day disruption in service.  Without getting overly technical, the outage was due to a loss of power to the collation servers in Dallas.  This had nothing to do with the heat or power grid.

It was a hard outage for sure and if one didn't know better this website didn't even exist for those hours. 

I can't help but wonder if there is a way to provide those who attempt to access the site during such an outage notice that the website exists but the server is down?

The only way to do that would to have a website hosted by a completely different hosting company in a different physical location.  Then you would have to host the DNS zone file from a different vendor as well so the pointer for the www A record could be changed to point to a different server.  Lastly, the DNS TTL time would need to be really low, like 5 minutes, so DNS servers would check for changes more often than the typical TTL of 24 hours.  It is doable, but it would cost more.
