That is called a benchmark.  It is an established point used for land surveying.

These are used to establish the ground elevation, all over the U.S.  The data for each one is available from the USGS at Denver.

However, surveyors nowadays commonly use GPS to determine elevation as well as latitude and longitude.

There once was such a benchmark on a step by the gift shop at GhostTown, but somebody dug it out during the 1980s.
