My wife's Sprint cell phone was completely dead after we got south of Ft Stockton.
My Tracfone worked great in many places of the park, once I got up a bit in altitude.
I even placed a call to family while sitting on a rock at the TM1 campsite :) No reception at all while eating lunch at the South Rim, or any reception near the Rio Grande.

I have T-Mobile. We had coverage the whole time on I-10. We took 118 to Alpine and Terlingua. I had coverage in alpine and terlingua. I even got reception in Lajitas. I heard people recently got a few bars in the park. Obviously, canyons and mountains will restrict your coverage area, but if you are in open spaces along 118 or 170, you can get reception

During Spring Break, I had T-Mobile coverage for several places.
At PJ, and miles 4 thru 6 west of PJ.
Also at Chimney trail (RMSD) and the intersection of the road to Burro Mesa Pouroff and RMSD.
Coverage at the west park entrance to Study Butte and Terlingua.
Also at Persimmon Gap (US 385) road mile markers 1 thru 2 with some coverage around markers 5 and 6 and 9.
