There are free 1:250000 scale topographic maps of Mexico here:

1:50000 scale topographic maps of Mexico are available at http://mexicomaps.com or http://maptown.com.

A cheaper, more comprehensive source of international maps is omnimap.com.

It is a Burlington, NC business, but AMAZING in its scope.
