The Lone Star Chapter of the Sierra Club opposed the license and had, with a dozen residents from Eunice, N.M., requested a contested case hearing.

Commissioners voted on a single motion that included both denial of the request and approval of the license. Commissioner Larry Soward voted against the motion.
