I've been up to Caprock before, and I did encounter water...  Just wondering if this is the norm?  Are any of the water sources more reliable than others?

Usually there is a little water in the upper areas of the South Prong and downstream from the bridge in the South Prong and sometimes dripping over Fern Cave on the North Prong. That being said, even the Prarie Dog Fork in Palo Duro was dry through the park last week. There has been a little rain in the past several days which may improve things.

that's pretty much what I'd guessed. 
My brother and I are headed there at the end of July.  July is probably not the best time to visit, but our opportunities are somewhat limited, so we take what we can get.  I think we'll leave the pump behind.

It is my understanding that the water at Caprock is too slilty to fliter for drinking, but I could, of course, be mistaken.

The water is only silty after a rain. Even then, just pack along a collapsable bucket or a cooking pot and let the water settle before filtering it. Or, use iodine and use the silt as an insoluble fiber for your bowels. The water does have a tendency to taste a little "gypy". Realisticly, the "backcountry" is so small at Caprock it's just as easy to pack your own water in. If you run out, just walk a mile back to your car and get more.
