We call it blackberry winter here in NC.  When the blackberries are blooming we always get a cold snap and then usually that is it for the spring.  Ours is coming Wednesday and Thursday morning but only 42 degrees.  Peppers are going in the ground next week after it passes.
temperatures exceed 100 degrees F
minimum 1 gallon water per person/day
no shade, no water

Perhaps I understand better than you'd like.

Every year, I plant tomatoes in late February and every year my 90+ year old neighbor leans his elbows on the fence and warns me, "You're planting too early. It's going to freeze on Good Friday." So far, in 20+ years, I've lost my tomatoes to a late freeze only once but that's the way he remembers it from his early days. Others it seems, being guilt-laden with the un-confessed sins of their youth are so consumed with scape-goating that they must invent a human cause for every inconvenient event on the planet.
