I should have taken the photo and put something in for perspective...but this was very small ..the holes maybe a small bee could fit into..but not a bird...

Yeah, that's a wasp's nest.  The holes of a swallow's nest would be bigger in relation to the nest.

Oh, ok.  I do remember seeing a bunch of swallow nests while I was out there the first week of April.

I have also seen what I know as 'dirt daubers', aka Mud daubers, that make nests like that.  They are wasps, but not aggressive towards humans and I have never been stung by one.  I reckognize them by their black tail.  http://en.wikipedia.org/wiki/Mud_dauber
